AI and building advancement

I am currently playing an archipelago game, well advanced in the mecha era, nearly reached fusion and I am witnessing really weird behavior from the AI.

Basically each AI faction is on their starting island, and other than the usual barracuda boat I have not seen one AI unit out of their island.

I have not seen one AI ground unit embarked on the sea, (there was no invasion of any kind despite many war declared) and fungus tile in AI territory have not been cleared. Solar dynasty have 5 colonizers stacked in their capital doing nothing despite the fact there are still some island virgin of any colonization to be grabbed. They also do not build plane, which is weird.

I strongly suspect AI do not build the advancement after discovering them. (or maybe not all of them, as some faction doesn't have anymore fungus in their territory, but i am not sure if there were any at the start)

I tried to reload the game and take control of an AI faction to check but this doesn't seem to be an option.

I tried to locate the file where the game save are but couldn't locate it ( I am playing on Mac) please let me know where i can find it if you want me to upload the save file.
