Exceptional only an extra 10 points???
Anyone running exceptional French (or other) commanders with a +6 initiative hoping/expecting to win and gain back 40 of the 50 points the beast costs?

I've done this several times, and I know that it is a favourite strategy of Keith ("KeefM")

The times I've played either Brett or Keith doing this they've always defended or missed out on the extra unit!

Seriously, having an Exceptional Corps Commander is worth every penny.
Oft times, you do get the extra unit thereby (sort of) getting the points back - however, most often the extra unit isn't such a big deal (I certainly wouldn't go rushing a vanilla no-attachments small Line AD unit into any front-line but though do make a good line-backer for sure - though an additional bonus LC or HC unit can make a real difference).
But the real bonus is that you do get to be the attacker much more often and the accompanying 2 turns to set up the game and then take your chance at winning. Also, as attacker if you run an unreformed army, you get the chance to move 6" per move with your PBI in the first couple of moves and is like paying a mere few points per unit to upgrade them to reformed movement in order to get them where they need to go. That alone, is worth every penny for these bonuses right there IMHO.
But wait; there's more: a) you get a re-roll for a failed CT rallying test every turn (stick the Corps Commander centrally in your attack and watch him be able to potentially be in a position to re-roll the actual rally you really NEED to pass every turn), and, b) soooo many CPs you simply can't use them all (heck, you have so many you can even move the Corps Commander every turn and also use them leading units if you want - and plenty enough to even give CPs to allied generals !!).
Yep - a bargain !!

I have to admit the retool for failed rally attempts is bloody annoying!

I'm with Keith.
I wouldn't touch a L3 DC, but a L3 CC is well worth considering.
Even with a low agression army, you may not get the 'free' unit, but you give yourself a chance of winning the initiative roll and thereby gaining a real chance to control the 'shape' of the battle.
Also, if you are going to pay 80 points, you may as well make it 90 and upgrade the L3 CC to charismatic, (almost) guaranteeing a successful recovery roll(s) to a unit he attaches to.
