I think morale would have a bit more of an impact if it also tied into the growth rate for that city. Having people migrate out isn't a big penalty for having low morale. You aren't really losing anything, it is just shifting. It seems like it should do both.

I also think morale could become a bit more interesting if more things affected it. For instance, I think it would be interesting for morale to be reduced in a city if that city is attacked. This could potentially disrupt the faction's economy somewhat. Who is as productive or making as many babies when under the threat of attack. This would naturally lead to safer cities having higher morale. People would naturally flow to safer cities. It could also lead to the use of orbital bombardment as terror bombing and provide an interesting choice. Do I save it for an attack, or do I terrorize the populace of the enemy?

Maybe introduce a building to mitigate some of the morale damage incurred when the city is attacked, like a bomb shelter.

I would support this idea if a the "under-attack morale penalty" only took effect if a city was constantly under attack. Like, It's got to happen a number of times within a span of time for the city to be considered to be in a state of constant siege.

And I do think that there ought to be more growth controls. Right now the only way to grow your faction is to not run out of food (this doesn't really help that much because the other factions are doing it too), and take over other cities. I guess there's that one operation that boosts growth, but it's not really a good growth controler.
