My fighters are not allowed to attack enemy fighters

It´s just me? The german controlled AI is attacking my fighters with their own ones but, when i try to attack them (or other air units), i cant´t. The target icon doesn´t appear :(

They probably have strategic tech increasing their range! Level 1 tech in strategic operations adds +3 to your range
