Retire to 3MUs from fire an outcome move?

If retiring to 3 MUs from fire is this an outcome move? If so you cant make a normal move. I had some Russians Guard Hussars shot to broken over a number of turns coz they kept being forced to retire 3MU's thus unable to retire out of range of a enemy units. seemed a bit tough. The Infantry rac up and shot (they were a long way away originally) forced to retire 3mu disorederd they close up shot again retire to 3mu, never a chance to actually retire, is this correct?

It is not an outcome move.

Terry said he would make it clear in the FAQ.

Yes it is correct they get driven back. It does take 3 hits to do it. One of the power of the reformed infantry.
