[BUG] Mars 2 program goals not reachable

Hi there,

I think the Mars 2 program also has non-reachable goals, like the lunar 15 mission.

I attached a save.

UPDATE: I think this is solved somehow. In the new version (0.7.3) this is not an issue.

Indeed, it was a bug that got spotted last week and was fixed on 0.7.3.
