[BUG] Losing a game and starting over

Hi there,

another glitch seems to be accurring when losing a game and starting all over. After the restart every programm is available from the start.

UPDATE: What program-categories are enabled seems to be linked to the previous game. Each enabled categorie from the last game is enabled in the new game from the start. Just confirmed that after the time-out in 1972 (v.0.7.3)

I think I saw that after my first game. I believe closing the game entirely and starting over fixed it because on my first game I had unlocked a mission to the sun. On my next play through that mission wasn't available immediately.
