Mounted Light Spear vs Spear/Pike

I've just found something that doesn´t seem quite right:

Lance armed mounted charging Spearmen or Pike do not get a POA at impact, regardless of the depth of the infantry formations.

Light spear armed mounted charging Spearmen in one rank or Pike in two ranks get a POA at impact (assuming the infantry are not defending a hill or benefit from cover).

My knights feel cheated.

This is intentional. The light spear guys can throw their javelins without getting past the the enemy spears, the lancers need to get past the enemy spears to damage them.
