Satellite Reconnaissance minor issue

The targeting cursor is underneath the fog of war... makes it tricky to pick a specific spot to target.

The cursor could use an overlay over the 6+center tiles it will reveal if possible as well.

This was a new concept when I first built the facility and it has been very intuitive and interesting as well as useful.
