[0.20.3] Transport unit don't finish orders

It happen now serveral time that unit's on Naval transports don't finish their orders. They don't get marked as idle so they don't get accessed with the "Order Unit" button.
They just remain at their last order, like "movement to" or skip turn.
After a load game the error is gone.

If you spend one of their 3 movement points however they will appear on the Next Turn button.
