Faction has no cities but won't die

I am sending the save file to pandora@proxy-studios. As far as I can tell, the Imperium faction has no cities left on the map, but it has not gone away. I captured all but one city located at hex 29,29. I did a black hole operation on that city and ended the turn. I can't find any other Imperium city on the map. If all the cities are gone but units still exist, does the faction continue?

Once the last city dies, the faction goes out on the following turn. Even if you have units on the board so to say. Sounds like a bug.
