Another opportunity for patch

I can't remember if we have a trait "noreform", but here is an opportunity to to use it.

Also, it would be excellent to use it for all SE units.

It seems strange to awarded a bonus unit and then be able to reform it.

While the first is a good case for such a trait the second one will severely devalue reform units. Being able to revive lost SE units is making it nice to have. Especially with the randomness in the awarding of them it is ultra annoying to lose one of the SE units.
