Mid Republican List note question

Paraphrased from page 18 of the sample army lists it says:
"Hastati and Triarii must be organized as legions:

Then it discuss battle groups.

It says depending and then gives two examples
Two Hastati of 4 each
one Triarii of 2.

versus
two hastati of 8
one Triarri of 4

My quesiton is this seemingly says no 6 element Hastati BGs.

I can see lots of permutations I would like to try. But the notes don't flow clealry with the text.

Then it goes on to define a legion to be 100% upgraded or downgraded which I get. But that seems to beg the question, what is a legion? 1 BG of 4 Hastati? Is there a minimum of 8 Hastati per "legion" to force the Triarii to at least be a unit of two. I just think what is the minimum for a legion or something to clarify where the downgrades and upgrades are possible.

What the notes recommend is that you organise your legion this way:

Either:

1 BG of 4 Velites
2 BG of 4 Hastati/Principes
1 BG of 2 Triarii

or

1 BG of 8 or 2 BG of 4 Velites
2 BG of 8 Hastati/Principes
1 BG of 4 Triarii

However please note that "could be organised as..." is a suggestion so the only real limitation on organisation is the fact you must have 1 base of Triarii for every 4 Hastati/Principes and Triarii must be organised in BGs of 2 or 4 bases.

A legion is a number of bases based on the following ratio:

2 Velites
4 Hastati/Principes
1 Triarii

Although the notes don't specify it I assume the size of a legion is limited by the Triarii with 4 bases being the maximum. So, a legion must be either:

4 Velites (1 BG)
8 Hastati/Principes (2 BGs of 4)
2 Triarii (1 BG)

or

8 Velites (1 BG of 8 or 2 BGs of 4)
16 Hastati/Principes (2 BGs of 8 or 4 BGs of 4 or 2 BGs of 6 and 1 BG of 4)
4 Triarii (1 BG of 4 or 2 BGs of 2)
