Suppressed tanks

Can someone please explain what suppression does to tanks? It seems like enemy tanks that are suppressed have no issues either returning fire or taking shots at my units moving when it is my turn, even with moral near 0. Does it impact them on their turn in some way?

This is for multiplayer since that is all I really play

Armour can return fire when suppressed, although they take a 50% reduction in accuracy. This is to prevent suppressed armour being chased around by units which cannot destroy it (e.g. KT vs M3). Not that suppressed armour will only react, and will not take offensive action.
