Passed through may not move

In the interpentration rules a unit passed through during the move phase may not move itself. Does that include a formation change?

The rule states that the unit passed through must "remain staitionary throughout the movement phase".
I would rule that the unit passed through cannot make a formation change.

It would be very difficult for the officers to maintain control of a formation change while another regiment is also moving over the same ground.
