Modding Terrain Values?

I've been working a lot on making my own mod and i've got a buncha new unit graphics n such all i need now is some way to edit terrain values to add a defensive bonus to a hex a unit is on. Anyone know of a way to mess about with the terrain values? Any help would be much appreciated.
