The rules do not specify how many ranks can shoot.

I take it that means all ranks can shoot?

Check the "Overhead Shooting" section of the "Shooting Phase" chapter.

That says that ranks 1 and 2 can shoot, if you are anything other than chariots, artillery, battle wagons. Which you are.

And then you need to work out how many dice those rank 1 and 2 bases convert to. Check "Deciding how many dice to roll" section in the "Combat Mechanism" chapter.

That says you get 1 dice per 2 shooting bases if within effective range, or 1 dice per shooting 3 bases outside of effective range.
