Why there is no railway in Helsinki and Sevastopol?
I hope the fact that it was not necessary to prove)

Helsinki-base of the Baltic Fleet battleships. It would be nice to go back port!
Sevastopol, the main base of the Black Sea Fleet.

Railway line at Helsinki will be added in a future patch . . .
