Free French forces near Agadir

Is it intended or bug - when axis DoW Vichy before US enters the war, Free French troops instantly spawn near Agadir, but since they are US units they can't move or fight and just stay there. Aren't they supposed to spawn late in 1942 or something like? Or it was fixed this way to prevent axis units disappear from occupied Agadir?

Interesting. If the Axis then attack them do they just sit there and take it?

Axis can't attack US units unless they are at war with USA, I believe.

They wait till turn 41 and and then they attack them :-)
Never in the field of human conflict was so much owed by so many to so few.
