Cassino new unit deployment puzzle

I encountered an odd phenomenon in the Cassino scenario (the first one, the one with the trucks carrying loot). I lost one of my core units in the battle for Cassino town, but when I purchased a new unit to replace it, I could not deploy the unit adjacent to any of the flagged hexes on Monte Cassino, even though (1) I had never lost control of the hexes in question, and (2) no air or ground enemy units were adjacent. I tried purchasing mountain troops, just in case it was a terrain issue, but that made no difference. (I was able to deploy the unit elsewhere.) Any idea what's going on here?

Monte Cassino, the hex not the scenario, is not a city but rather a fortification tile. It was just a monastery, after all, not a village or a city.

Yes, I realized that as I was drifting off to sleep last night. It also occurred to me that I would not have been in this fix if I had purchased an extra infantry unit or two during the deployment phase to keep in reserve. Moving forward, this will not be a problem, thanks to the combined magic of "reform units" plus the intensity of the fighting around Cassino--as of Turn 10 or so, I now have three 0-strength infantry units in reserve, a record for the Western Campaign thus far. :cry:
