Why can't the UK North Africa force move early in the game?

Why can't the UK North Africa force move early in the game?

Dear Experts,

I just purchased the game and can't understand why the UK forces stationed in Egypt cannot move on Turns 1 or 2. Is it supply or something else that I'm missing?

Egypt and Iraq aren't at war yet. They will enter shortly after Italy.
