Convoy Values?

I started a 1915 scenario, balanced, and noticed that the convoy values differed from those in the 1914 scenario. In the latter, all Entente convoys are worth 10 and the German Baltic convoy is worth 3.

In 1915, Entente convoys are worth 8 or 5, and the Baltic convoy is 5.

I interpret this to mean that if you start the 1914 scenario and perform exactly as well as the Germans did in reality, you are in trouble, because in game terms the Lordz had to scale down Entente convoys, and scale up the Germans's convoy, to give the latter a chance.
