Is there a way to tell if either side has used gas yet, and if so who? Playing as the CP's I am trying to avoid it and am fairly sure I haven't upgraded any artillery since I got gas tech. (Incidentally, it would nice to be able to upgrade and say no to gas now that it has such a big diplomatic effect.) And anti-gas tech seems to be available. Does that mean the Entente has used gas, for sure? I don't remember seeing any news about it either way.

If the gas mask techs are available, someone has used it. Artillery units upgraded with gas have a little skull icon below the stats display. There isn't any way to track who was the first user though.
