Can I play in tournaments if I base up my armies with one fewer figures per base?
e.g. Pikes and Shot 3/base, Cavalry 2/base, Light Cavalry 1/base

Would be up to any given tournament organiser to say yes or no, however, if the whole army is done to the standard I would expect most to be OK with it. Just be very clear to point things out to an opponent

Tournament players are very relaxed (especially FOGR) - I think you would have no problems as you must describe everything to your opponant so that should clear up any possible confusion - most would assume Pike are Heavy Foot anyway. Go for it - thee more the merrier!

The rules actually state that you can do this. Another point is that some toys are large and it's difficult to get 3 mounted on a base. I am playing in the slimbridge comp next month and some of my mounted will be 2 on a base for this very reason. Related to this is that I have had to increase the depth of some of my mounted bases as some of the galloping horses would not fit on a 40mm deep base.
As has been stated earlier as long as you clearly define what's what I don't think it a problem at all.
The more players that play the better in my view.
