Is there a way to transfer excess production points from country to country?

No, there isn't. We played around with this feature in beta, but it was very hard to find a mechanism which was both historically realistic, not too complex, and which didn't unbalance the game, so we took it out.

In the games I've played it was likely to be Bulgaria shifting PP's to Germany - not very likely, historically :)
