Attempting a reinstall (new computer). Had no problems previously.
Have downloaded the PC file and am installing as administrator. AV turned off. Six attempts all with same result.
Error
Could not create uninstall shortcut
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Slitherine\Panzer Corps\Uninstall Panzer Corps.lnk
OS is Win 7-64 bit.
After each attempt, used Control Panel to uninstall, then manually deleted game files (Slitherine folder). Also used CCleaner to check the registry for leftovers.

Hi welcome.
Assuming that your installer is not corrupted, I suggest you to first delet the folder containing Panzer Corps. Next you should open Regedit (run as administrator with the right mouse button) and delete Panzer Corps folder:
HKEY_LOCAL_MACHINE\Software\Wow6432Node\Slitherine\PanzerCorps
Reboot your PC and start your Windows in safe mode (by pressing F8 at boot and selecting Safe Mode option).
Try to install Panzer Corps while runniung in safe mode.
Why this? Because if it's not a corrupted installer than something, usually an Internet Security program, in your Windows is preventing from Panzer Corps installing it correctly. When Windows is running in safe mode is starting with the minimum services. So whatever is preventing from Panzer Corps be install correctly, migt not be running. Dependimg on the Antivirus, sometimes is not enought just to turn off. On those cases it might be easier just to unistall them completelly and then install them again after the issue resolved.

Safe Mode install failed with the same error message.
Attempted to rename/delete the msi components so I could reinstall the installer, but ran into a level of file protections I've not encountered before. Manually removing the read only flag would not permit renaming or deleting.
Tried a program called fixcleaner (free version), rebooted. Install failed, same message.

It still can be a security issue, a Windows registry problem...
Is this the original installer? Perhaps you should request a new download link, just in case.

When I attempt to uninstall I get another error dialog; text follows. The error dialog does not prevent uninstall.

Unless that entry is only added when you finish successfully installing the game, which unfortunately it's not your case.
At what level is your UAC?

Decided that most likely cause was corrupted OS files and did a full wipe and reinstall. Game and Grand Campaign (East) DLC are all installed now. Updating to 1.11.
