Subject allies, is the ally general compulsary?

Also, are subject allies (troops) in line of command of generals from the main list?

There are no special rules for "subject allies", they are treated exactly the same as other allied contingents. If they were that well under control they would be in the main list rather than given as an allied contingent.

Therefore:

Subject allies, is the ally general compulsary?

Yes
