Unable to download Battle Academy & Market Garden DLC

Hello-

I just purchased these two games on 8/25 and after several attempts was unable to download the games. I paid for them with my PayPal account. Now the server is telling me I have "exceeded my limits". What does this mean and why can I not access my new games?

Please help.
