Tunisian Bridgehead - Finding the Rings?

I trigger a loss to go down the loosing path. I'm at Tunisian Bridgehead and the Victory requirements are to hold the outer ring of Victory Hexes for a DV and the inner ring for a MV. I'm having a bit of trouble determining the inner ring. Are the inner ring Victory Hexes the ones marked with a $ ?

Don't think so. Methinks you need to land the transport planes there

I went ahead and played the scenario. Yes, the $ hexes are the Transport delivery hexes. As things turned out I did not have to worry about Victory Hexes but I'm still not sure what the "Inner Ring" of Victory hexes was?

Inner ring of victory hexes includes Bizerte, Mateur, Djedeida and two Tunis hexes. Basically second line of defense if you look placement of all victory hexes on the map.
