No Advantage, Indeed

Since it appears that the AI cheats heavily with extra resources and units even on neutral balance settings, I was wondering if there was a way to set it so that truly no side has special advantages.

For the patch, we will remove the slight (not heavily) economic bonuses on the normal difficulty. Instead we will have AI start with 2 corps and 2 garrison in force pool for either Germany or UK. This is better since it wont affect their offence any but instead will serve as an extra protection against human invasions.
