Traduction d'une phrase ambiguë

Jérôme a mis le doigt sur une difficulté de traduction en posant cette question sur la partie anglophone :

Après confirmation de certains points aupre de Richard, je pense qu'elle peut se traduire comme:
"Le POA de la lance legere ne s'applique que si la somme des POA avant son application est nulle"
