Can bomber still neutralize empty field with flag?

RC2: In Caucasus I want to neutralize a empty high mountain field (9, 9). No unit is located on this field and my bomber attacks this field (target cross is displayed, attack sounds is played).

Can empty field be neutralized?

I tried it several times but the flag won't disappear. Of course I know that the combat result is random but the attack failed ten times. Is it still possible to neutralize a empty high mountain field?

Yes, it should be possible. You can try to give that bomber high exp and strength of 20 using cheats, to increase its chances.

Cheated a bomber to str 20/exp 599 and tried it another six times: no effect.

So I tried another combination: in Arabia I attacked a city and neutralize it a the first time (unit in city). Repeated it two times and every attack the city was neutralized. So far so good. Now I cleared this city and bombed it again three times. The same result, it's equal if a unit is in the city or not, every attack neutralized the city. So bomber can neutralize cities but can they neutralize high mountain fields?
