Do irregular cav in extended line give support to another CAV unit ?

There is no prohibition on irregular light cavalry in extended line (or tactical) giving rear support to other cavalry units if they comply with the normal requirements for rear support (in particular it would still need to have 2 bases at least partly behind the supported unit). The only restriction is that infantry and artillery cannot get rear support from units in skirmish formation (p.57). However, cavalry cannot give rear support to infantry and artillery in any case.
