CEAW surrender problem

I may have found a bug in CEAW...

Having taken all cities in UK it does not surrender.

Manual says UK like Russia has two capitals. I can't see more than London.

Is this the problem: does the surrender code look for taking 2 UK capitals to prompt a surrender, which can never happen???

Please help; I hope it's not my mistake.

Error in the manual then, sorry.
UK has a secondary Capital in Canada.

I think the manual is correct - the UK does have 2 capitals. The capitals are marked with the large star in circle symbols on the map. If there is an error in the manual let us know and we'll get it updated.
