Here is a quote from the Beta patch thread on this forum:
299. French units will spawn in Corsica, French North Africa and Syria if Italy has not yet joined the Axis and the French armistice offer is rejected. The strength is determined by the number of French steps remaining in France.

Can somebody please provide the details on this forumula? For instance, is it based on remaining steps in France, or only steps of in-supply units? Are all units equal in this formula (e.g. gars, corps, etc.)?
