Shock MF anarchy charging from cover

Maybe I just forgot this one.....but the manual (hah!) certainly says:

Shock troops that are in charge range of the enemy, take a CMT if any of the following also apply:
Medium foot in open terrain and the nearest enemy is also foot.
If they fail this test they will charge the nearest enemy without orders during the player turn

I've recently had Dailami anarchy out of brush and Gladiators come off steep hills they were so keen.

Can someone tell me what the real rule is, and I will add it to the wiki?

I'm not sure what the exact rule is but MF in non clear terrain will test to charge enemy foot if the MF would end in non-clear terrain. So would shock MF would test to charge enemy foot in the same patch of non-clear terrain as they are, or could possibly charge across clear terrain if they would end up in non-clear terrain. As far as I can tell, stream hexes are considered non-clear terrain for this.
