Berlin Redux Capture?

To "capture" a general do I just need to capture the victory location and eliminate the defending units or does a "general" unit spawn in the area?

The 3 "generals" are 20 strength tank units on the map next to 3 cities to the south/east edges of the map. You just need to find and kill them - beware of russian reinforcements in the area!
