French NA Gar Problem

Just started a new game with latest version (Mac). All the French North African Gars were already in France - over near the Alps. Is this something new or a bug? Can send pics if wanted.

This is a change. French North Africa will get garrisons when Italy joins. That means the Med is passive until Italy joins. The units you see in southern France are the ones usually transported from French North Africa. This was done to avoid an exploit when the Axis don't take Paris so Italy can land in empty Algerian and Tunisian cities. With the new rail rule the Axis could rail into Casablanca and get Spain with no opposition
