Inabilaty to melee?

I've played a few scenarios where, for example, I have cav who are in command, neither disrupted nor fragmented, and the system will not permit me to attack units that are within range. Yet when I play the other side in the scenario, the AI has no problem doing what I could not.

Don't remember the scenario I played today (on a different computer) but it is the one early in the list, small number of units where the Romans come out to break a siege, with, IIRC, 4 skirmishing infantry and 3 or 4 cav.

Not sure what I'm missing...any ideas?
