Duplicate "hoisted victory banner" ?

Checking my units, I have noticed something weird:

Obviously the unit couldn't have occupied "Downtown Warsaw" twice in the same turn.

No, but it could occupy two hexes with the same name (and the gold star in the scenario editor).

[Edit] There is only one 'Downtown Warsaw' hex on that map so it does appear to be a bug (and it's on the same day so that also indicates a bug)
