LOS is blind

The Panzer III is adjacent to an R15, both are open ground but there is not LOS....

The hill tile between them acts as blocking.

Blocks the LOS to an adjacent tile?, but not to the tile after it following the same direction? (at the right of the man showed as a target).
And, why don't block the LOS through the hill itself?, THe Panther can see until three tiles away from the hill.
And why don't block the tile at the right of the hill.
LOS in BA is difficult to understand in deep.
