Bug regarding US war effort

I got a report that the US war effort dropped by 6 when Spain joined the Axis when French North Africa was captured. That bug is now fixed and will be part of RC14. The US war effort will only drop if the Allies DoW Spain and not just because Spain joins the Axis.

Remember we have a rule that the US war effort drops by 6 for each country the Allies DoW prior to US entry into the war.
