In my game with PionUrpo I invaded Sardinia and after that, he bombed Cagliari with strategic bombers. To my surprise, this seemed to prevent me from loading units on transports, which meant that 3-4 units were trapped on Sardinia O_o. It should be mentioned that he didn't target the port, it was the city that was bombed.

When you capture a city the port attached to it will be destroyed (dropping to 0 intrinsic strength). When it's a 0-1 strength (10 max) you can't use the port. The port repairs 1 strength per turn. You see this by looking at the hex and the port image in the hexinfo are. If it's red then the port is destroyed. The damage level of the port also determines how many steps a naval unit can repair per turn.

I found out the reason now. If you look at your units in Sardinia then you see they have only supply level 1. This is because you have only 1 city on Sardinia and the city is damaged. The supply level it can provide is a function of the level of damage.
You need supply level 3, I think, to be able to use rail movement or embark on a transport.
The reason we added this rule was for the attacker to bombard cities they want to invade to reduce the repair capacity for units inside. This is particularly important when taking out Leningrad. You can only repair the number of steps similar to the supply level in the hex. So if you bombard Leningrad with strategic bombers the city will drop in supply level if isolated from other cities. Then you can e. g. attack when the supply level is down to 1. That means Leningrad can only repair 1 step per turn.
This is a feature and only something you will see on isolated cities or islands.
