Just thinking out loud, but is it odd that Reggio is the only mainland Italian city that doesn't count towards surrender? Didn't the Allies even take Reggio
right around the time Italy surrendered? What's the rationale for not making it a surrender city?

Wasn't it put in at one point to allow ferry crossing to Sicily or rail movement to there to then be able to reinforce Sicily?

Reggio is a non-production city. Look at it that you need 3 production cities to induce an Italian surrender.

Yes, the Allies did capture Reggio at around the same time Italy surrendered. But the armistice talks had been going on for days or weeks before that. The fall of Reggio had little effect on Italy's decision of whether or not to surrender. The fall of Sicily had a lot more to do with it. This is why the cities in Sicily are surrender cities and one reason Reggio is not.
