Italian Campaign in NA

I had a considerable Italian force in North Africa...however...after France surrendered...almost all the Italian troops were removed from North Africa and moved into the deployment pool. This must be some sort of bug isn't it?

No, Vichy France is formed and part of the agreement is North Africa belongs to them. Hence your troops returned home.
