edit a saved game?

I am playing against the computer with maximum advantage for the AI and I am loosing the game. We are in 1943 and the Axis has uber units which are overrunning my defenses. I would like to know if it is possible to open edit a saved game to change some parameters to help me (i.e. reduce axis oil storage). :oops:
