Agent 1 Nato counters question

On the Agent-1(Nato) unit counters - what do the blue, green and red dots on the right side indicate? I believe the black dots on the left side signify the units level.

Red dot means that the unit can be reinforced.

Blue dot means that the unit did not participated in multiside attack.

Green dot means that the unit has got Action Points still left.
