Flags and units

When I look at flags and then units in the game they don't match.

check the units in the equipment file vs the flags in UI/flags or UI/Purchase/flags

Romanian units are showing up as flag 14 in equipment file (Hungary) when it should be flag 15 Romania

Bulgarian units are showing up as units flag 15 (Romania) when it should be 16 Bulgaria
