Has anyone seen Steady Troops?

It may just be me but I cant seem to find the definition of 'Steady Troops'.

It is used frequently in the rules but there is no entry in the glossary, it may seem obvious to experienced gamers but could be confusing to someone new to the game.

It does not take much to confuse me! I must stick to one version of the rules I keep picking up Version 5.01 and the revised layout version and get completely lost.
