Make Finland activate on German-Soviet War only?

Make Finland activate on German-Soviet War only?

Incase of Axis player delaying Barbarossa to '42 Finland still activates in Summer '41. Without a German-Soviet war this doesn't really make sense. Joining Germany in a war against the western democracies was never an option back then.

So, unless this is a balance thing wrt '42 Barbarossa, could we change it so that Finland only activates on the same turn that Soviets do?
